BRIA Population Data for FFY 2008

The attached charts provide information on the number of refugees resettled in New York State for Federal Fiscal Year 2008 (October 1, 2007 – September 30, 2008).

Refugee Arrivals

A total of 3632 refugees resettled in New York State in FFY 2008.

In Federal Fiscal Year 2007 (October 1, 2006 – September 30, 20076) New York State had resettled 2979 refugees, with upstate resettling 2552 (86%) and New York City resettling 427 (14%).

The top eight countries from which refugees have resettled in FFY 2008 come from four regions. One region (Asia) is represented by Burma and Bhutan, which accounts for 66% of arrivals. Anther region, the former Soviet Union represented by Ukraine accounts for 3% of all countries, with African countries (Burundi, Somalia, Liberia,) at 9%, and the Mideast (Iraq and Afghanistan) at 11%. The remaining 11% were from the rest of the world but may include other countries from the four regions already named.

For FFY 2008, 5 of the top seven arrival counties are in Upstate and the remaining two are New York City boroughs. This continues to reflect the ongoing shift of refugee arrivals away from NYC to the rest of the state, which began four years ago.

New Populations/New Resettlement Counties

A significant number of arrivals (55%) were from Burma (Myanmar). We continue to track this trend and address service needs accordingly.

Several counties received refugees in FFY 2008 from countries previously not recorded in New York State. For the first time, this FFY refugees from Bhutan arrived for a total of 404 people in Onondaga, New York, Monroe, Albany, Bronx, Erie and Queens. Westchester received 4 people from Gambia. Monroe received 1 refugee from India, and 2 from Yemen. New York City (Queens) received 1 refugee from Jordan. and 7 Tibetens in refugee status for the first time since BRIA has been recording arrival information. Onondaga received 1 refugee from Zambia , and Erie welcomed the first refugee from Turkmenistan since FFY 2001.

Refugees

During FFY 2008, a total of 4617 refugees from 65 countries of origin were served. The top eight countries (Liberia, Somalia, Uzbekistan, Russia, Sudan, Ukraine, Burundi, and Bhutan) account for 3673, or 80% of the total refugee population served. More than ½ of the countries of origin (38 countries) show 10 or fewer refugees served.

Asylees

During FFY 2008, a total of 2328 asylees from 82 countries were served; the top eight are China, Guinea, Tibet, Uzbekistan, Nepal, Russia, Sierra Leone, and Mauritania. They account for 1345, or 58% of the total Asylee population served. More than ½ of the countries of origin (46 countries) show 10 or fewer asylees served.

Entrants

During FFY 2008, 191 entrants were served; 184 listed Cuba as country of origin and 7 listed Haiti

Amerasians - during FFY 2008, 7 Amerasians were served listing Burma, Canada, China, Laos, Philippines, and Taiwan as their country of origin in FFY 2008.

Trafficking Victims

For FFY 2008, 10 Trafficking/Pre-Certified Trafficking were served through BRIA employment programs statewide.

For FFY 2008 there were 39 referrals received for potential victims of Trafficking, of those referrals 31 people served through the Trafficking Program contractors.

Refugees

Of the 4617 refugees served in FFY 2008, 3254 (70%) were served Upstate and 1363 (30%) were served in NYC.

Of the top five counties of refugees served four are Upstate, (Erie, Onondaga, Oneida, and Monroe) accounting for 3187 (69%) of all served upstate. Kings county in NYC is the fifth accounting for 94 served (15%).

Asylees

Of the 2333 asylees served in FFY 2008, 2292 (98%) were served in NYC and 41 (2%) were served in Upstate. The distribution of asylees served is dramatically different than both refugee arrivals and refugees served.

The top five counties for asylees served are the five boroughs of New York City, with Kings County accounting for 42% of asylees served statewide.

Entrants

Of the 191 entrants served in FFY 2008 170 (89%) were served in counties outside of NYC; of those 78 were in Onondaga County, 85 were in Monroe County, and 4 were in Erie County.

Amerasians

Of the 7 Amerasians were served in FFY 2008, 5 reside in Monroe County, 1 in Queens County, 1 in Ontario County.

Trafficking Victims

County-identifying information has been withheld for purposes of confidentiality. A total of 13 Trafficking/Pre-Certified Trafficking and Family Members of Victims were served through BRIA employment programs statewide during FFY 2008.

For FFY 2008 there were 39 referrals received for potential victims of Trafficking, of those referrals 31 people served through the Trafficking Program contractors.

Immigrant Services

Non-Citizens:

During FFY 2008, a total of 5688 people were served.

Country of Origin Data:

A total of 5679 clients were served in Citizenship programs in FFY 2008, providing BRIA with the most diverse population of all programs. The top nine countries of origin (in order) are: Dominican Republic, China, Ukraine, Russia, Ecuador, El Salvador, Columbia, Belarus, and Uzbekistan. These nine account for 64% (3657) of all non-citizens served. Individuals from 131 countries and territories have been served this year; 73 of these countries were represented by 10 or less people.

Of the 5688 listed by county, a total of 4159 (or 73%) were served in NYC and 1524 (or 27%) were served in Rest of State. The distribution of reported non-citizens served is dramatically different than both the numbers of refugee arrivals and the number of refugees served.

The top nine counties for non-citizens served in FFY 2008 is (in order Kings, New York, Queens, Westchester, Nassau, Suffolk, Oneida, and Monroe) hold 95% of all individuals served, with the four boroughs serving 72%. 15 of the remaining 21 counties served 10 or less people.
